A brew is about 400k npc and you can use it for more useful things; the cloak isn't guaranteed to drop the first time either. Only worth it if you're going with friends who need body/helm yet then you can just sell the cloak. Or else I wouldn't merc it for someone for 2mil lol.
I generally don't find mercing shin items very profitable. You end up wasting a lot of gil if you do more than x brew. Its really luck based.
200k cruor is worth just over 500k worth of NPCable chocobo blinkers. Then there's the fact that the cloak can't drop, adding a sizable risk factor to it in that you could waste the brew entirely. 1.5-2m is pretty fair, though I don't know why you would pay that much for a twilight cloak.

Impact really the only cool thing about it, love the debuff. Nice dmg too but not worth the MP if thats the goal. Seems to last a long time maybe 3 minutes on stuff that isnt resistent to darkness

....Plus I just feel incomplete if I don't have every single spell Im able to cast.
i use it sometimes on sch with weather ebullience/parsimony, but hurts the stratagems , can use it if you don't have goetia body/head+2 as well in terms of dmg
lol i can relate :D favorite is how it speeds up fights and makes them a little easier when you're waiting for a single thief or something to kill a NM. and a nice way to contribute on BLM without getting hate
i haven't seen a cloak in well over 10 fights with blue. 5 mil would be steep if nobody used a brew to kill it, but it's got a pretty low drop rate and most people use a brew (~500k).
