Dunno if it still works but when I did those if you kill the zombies with the Phoenix fire they always counted as headshots.

I'm a hunter though, so... yeah. xD I don't have a problem headshotting them, it's just they don't always drop a brain. I've noticed if the shot does enough damage their whole body gets destroyed which usually doesn't yield a brain (even though it was a headshot). I've had to resort to using a shitty 300 damage sniper just to lower my own damage, which they still blow up sometimes.
