well i just had a huge scare, i was trying to fix my windowed resolution for aika, and i tried to load it up, and my computer blue screened out and the graphics went funny....
rebooted my computer and i couldnt feel my fan running as strong as usual...

i hope nothing messed up ; ;

Get a program that lets you manually adjust fan speed, if you can crank it up really high, it's probably fine, if you can't, probably gonna need to go ahead and get a new one now.

Try turning off the computer and letting it stay off for a few mins and then see if the fan will start? I dunno :<

Oh and I assumed you were on a laptop, if you have a dedicated card, then you should be able to test the fan from within CCC or whatever Nvidia has.
