In a side by side, objective comparison between Penelo and Rinoa, rinoa is in fact, much worse.
Penelo was pretty ok, I mean, the worst there was Van.
Rinoa has a pretty good character design, but that goes out the windo about how bloody annoying she is.

Vaan was more annoying than Penelo and they should have kept Basch as the main character. Or at least had Reks instead.
