I don't think Excalibur is closed to new characters completely, it's just not open at this moment. It will likely be open after the maintenance (Monday-Tuesday for patch 3.4)

At level 10 you can do your class quest in the guild (every 5 levels) and it will let you change to other classes

or right before maint. Basically any time there's a low population amount you can get in. I usually tell people to try late at night or right before/right after a maint.

i had the benefit of just sitting on character select screen while at work and constantly refreshing. didn't work for balmung, but did work for excal.
