I know that only a handful of people had cell phones while I was in school -- and most of them that did had them for work release jobs -- so a ban wasn't really in place because it wasn't necessary, but they did pan pagers and the like that were more readily available.
Doesn't really matter to me as I'm childless, but I think it would greatly aid social development if we'd just keep the cell phones away from kids until they've figured out how to communicate in person.
Hell, I wasn't allowed to call friends that lived down the street on a land line when I was growing up, I was required to walk down the street and knock on the door if I wanted to talk to them.
I wasn't allowed to have friends, much less call them. My mom thought I was some kind of violent monster, simply because of who, and what my dad was: A violent drunken monster.
SO I would stomp my feet around like Godzilla until I was sent to my broom closet for the weekend.
