That's not a heat shield. It's a EMI shield and it's there for making the unit comply with FCC regulations about radio frequency interference.
The Japanese one had nothing there. To everyone who likes Bloodborne, or just good stories, I'd recommend watching this :P

And these consoles require the binary data for "SEGA" to be written at a specific register on the chipset otherwise the chipset blocks the CPU from receiving the interrupt signal from the video chip.
