I decided I'd read the text for retail onry,in case there were changes along the way and mainly because alpha/beta phase times were limited. Upon release at least I can take my own pace

If it's available on another platform, it isn't an exclusive. Just because it's in a language you personally don't understand doesn't change that.

Language doesn't affect exclusivity, regardless of your personal opinions; whether it's available on multiple platforms does.
Some people would much rather play a game in a foreign language they don't understand than have to buy an entirely new console to play it, or end up never playing it at all.
By telling them it's exclusive to one console, you are taking away their choice of playing it on the other console in a foreign language, purely because of some half-assed assumptions about their language skills.
