Frozen Flame Redux

Was doing this for seals, and I noticed a few things regarding it, just hoping for some verification maybe. You can get multiple cruor rewards depending on how much energy you give the bomb, but I noticed you won't get a seal without getting it past 70%. If anyone can confirm/deny this it would be awesome. Currently at 3 drk and blu and 2 blm and smn hand seals.
