It looks like ground meat, some type of chili powder sauce, green peppers (possily jalapeno), red pepper flakes or chili flakes, hot sauce, and black beans all went into a grinder. I could be wrong on the ingredients, but it definitely looks like chili.

Everyone I know eats sloppy joes on hamburger buns, and I've never seen black beans in it either. But you're probably right, it does resemble a sloppy joe.

Chili is supposed to go in bread bowls with cheese sprinkled on top. Yum! I agree with Spence though, that is a sloppy joe. Maybe they forgot their hamburger buns and just put it on bread as a quick fix.
