That's a really stupid argument, you can be able to afford a driver liscence but if you are judged too dangerous or not ready they can refuse giving you the liscence. you can't equate being a passenger to being a driver, if you want to equate a pilot to a driver then go ahead. Let's say they start strip searching you for taxis?
