Crafts To 60

I looked around the forum, and also searched on Google for an answer to this (narrowing results to ffxiah.com), but couldn't find anything. Feel me to redirect me, if this hasn't been answered already.

Looking at this person's profile, http://www.ffxiah.com/player.php?id=176169#achieve, I noticed that crafts to 60 give only partial points. I was reading a few threads about how it was decided that combining characters into one profile for the purpose of getting a higher ranking would not be allowed. If that's the case, a craft to 100 would give, as it does now, 5000/5000 points... but then, wouldn't subsequent crafts to 60 give something like 2000/2000? That is, unlike the way it is now, which reads 2000/5000 40%... however, we know very well that we can only achieve 100 on one craft, and 60 on all others. This excludes fishing, of course, which should remain 5000/5000.

The way it is, would the "Craft" red bar fill up to 100% if Fishing is leveled to 100, with a craft at 100, and all others at 60?

Yes it does.
