Its a trick lazy programmers use. Say they wanted to make an Abyssea Grauberg, why reinvent the wheel, they take the chunk of programs they have already make and reuse them. Placing new programming in areas to make it look like a different area. Some times new items are transported from development into production because of transport mix ups. Thats why usually there are different clients for sand pit ideas, development, testing, and the final live system. Occationally the in house testers miss something and it ends up in the final live system.
