Fix Your Permaban.

Well, since we'd know who was banned by the end of the month during the next billing cycle, we'd know who was permanently banned and who wasn't. With the list public, anyone who has an enemy on that list that sees the account come back will just report them to a GM for exploiting this to flag their account as unpaid instead of banned.

In otherwise, you posting this made it more difficult for people that knew about it to get their account back. So, pretty much anyone banned by this is going to be gone for good unless they seriously had zero conflicts with any other play in the game.
