It's not like they're terribly ground-breaking so I doubt SE made them drop from a Walk of Echos AV... Just looking at them on my Mithra in Altanaviewer. Looks nice and the stats are really nice.

Timarli Jawshan is reported (via 2ch) to come from Conflux #7 in Walk of Echoes, along with Bullwhip Belt and a few other items. The only picture associated with the report I saw did not show the body though, only the belt.
EDIT: I want to emphasize my use of reported. We have no definite confirmation of either item coming from WoE at the moment so far as I know.

Body's probably a rare drop from it I would assume. I'm eager to do Walk of Echoes, as it's been the least explored part of the game so far.
The real key to timarli hands is it makes homam > perle for all jobs that can wear it.
Depends on the setup of gear in question. DRG in particular would still have difficulty shifting from full Perle.
