You stated it clearly, there are some that choose not to. It's not in any way related to the accent or slang they were brought up on after you reach a certain age. They know it's wrong. We know it's wrong. They choose to continue talking like that then ultimately blame it on others suppressing them.

All these things depend on the social constructs in the area(in regards to both slang and accent), certain slangs are used in certain areas and act in accordance with the said accent.
Just because they can't speak your "proper english" doesn't make them wrong, it all just hinges upon how they were raised, how they learned the language, what that meant to them all that.
Ask 30 shrimpboat drivers if they feel like they need to fully enunciate every damn word they say? It has nothing to do with them being "unhappy" or anything.
I grew up in the midwest, I speak to people who speak in the same accent, therefore I have a midwestern accent. If i lived in Tennessee with the hilljacks I would have a slight southern accent. In terms of slang, I agree with you, it's a choice, is it a wrong choice?
No.
The english language is a PROGRESSIVE language, meaning half the ***in the english language either was a slang term at one point and time or was completely made up.
