Macchi Gazlitah does sell all the spells Xelltrix mentioned, except she only sells them if her stall is at Lv3 or higher.

To get her stall to Lv2, you (or a combo of players) have to purchase 10,000g in items from her. Her items will change, and you then have to spend another 250,000g (ish) to get the stall to Lv3, at which point she will stock the tier II en-spells.
