The NPC who sells Reprisal is constantly being captured during Besieged. Why people purchase this spell from the Auction House is for this exact reason.
A big factor for the high price, for this scroll at least, is that the NPC who sells it is in Al Zabi, and capturable. Captured NPC = Jacked up prices.
The main reason I assume is, some people dont spend the time looking for the npc or they are too lazy to find it and dont care if they spend a little extra money getting from the AH as long as it means that they can get it^^

Almost clever...sometimes the NPC is captured by the beastmen, and not able to get it. But agree with you for the most part...its v. stupid
Its ridiculous that the NPC has been captured for about a week now and Its' pretty much impossible for any of my jobs to solo rescue the NPC from god knows which stronghold.
I wish they would fix that or make it available from a different NPC.
