Awesome staff to use in a JP party since they will always pre-coodinate which skillchains they will use, and you can cast whatever weather necessary for the elemental spell you will burst with in that encounter.

Absolutely useless if your melee use a savage blade spam or braindead DD WS spam with no regard for skillchain strategy...

It's akin to the RNG Relic Annihilator for enmity control, but on SCH.
