With the Haste+2 and the Evasion, This could be a rather impressive Evasion Offhand, even considering AGI Thokcha.
While AGI Thock will no doubt win in pure evasion, this will allow you to keep up your haste, and possibly throw on Raider's+2 Boots or something like that, where normally you'd have an Eva/Haste boot.
Plus this has HP+65, added Accuracy/Attack, and a better overall DPS than Thock.
Up to you though, Think it depends entirely on its price tag, and what the 2% Haste can actually do in terms of replacements for armor.
(This is all with consideration in an Evasion/DD Hybrid set btw)
