Yes, if you dual wield you will get 2hp/tic(1hp each club).

Don't know about anyone else, but for my WHM/SCH idle build I focus on a balance of HP MP and Regen, as I force yellow hp for Medicine Ring on each cure in most cases.

So this, Garden Bangles, Orochi Nodowa work out pretty nicely for it.
