This is an extremely old item within the game that (to my knowledge) could only be obtained from the "Vana’diel’s White Shadow Returns" event in September 2003.

It cannot be obtained from any other method in the game besides that specific/special event.

Also to note, this was during the North American beta for Final Fantasy XI: Online.
