Wind torque is about equal to this for debuffs, but much better for buffs.
Wind torque is also available 13 levels earlier.

Piper's Torque is much better than this for debuffs, and equal in terms of buffing power(sans campaign).

The point for String intrument use could be made for this, but again, string torque about equals this, and is much easier to obtain.

There really is no reason to own this.
