Living Keys

So I was getting Living keys regularly from npc in South Sandy near hp 4. After last conquest tally it changed so that Bastok was 3rd on our server, so I went to Boytz with a char on Bastok and can't find living keys on him. Was able to buy on both main and alt last week and they were both different nations. Wondering if anyone else is experiencing this or knows why. Thanks in advance.
