Gamers voting with their wallet will continue to determine the fate of lootboxes on a game to game basis. Some companies are still a little dependent on them to get back to being financially stable (Capcom, Square Enix), others its just greed (EA, Activision). But overall, lootboxes have been in decline since the Battlefront II disaster.

Bill isn't going to go anywhere because:

1) In order for these lootboxes to be accessed, you have to have a credit card on file with the device in question. If parents are too stupid to put credit card information on their child's devices, then they deserve to get taken to the cleaners (parents, not anyone else)
2) There is more important issues to worry about in Congress currently. They wouldn't even give this any thought and any bill sponsored by a R in the Senate will get rejected by the Ds in the House. That's the beauty of having a polarized legislative body, not much stupid gets passed often. Mainly idiotic bills that renames the local post office for hack ex-mayor representatives who later can't even beat an unpopular Senator in the state.

What is SE selling that's p2w for XI though? This wont change anything for that game. Gilsellers will still sell gil because that's not something that can be regulated by the government.

I've never used a garbage disposal before but that's a different story!

I like to hope that they understand what a subscription is. If they decide to ban something like that then they will have to ban a whole lot more. Things like Xbox Gamepass and PS Now would have to be looked at as well. Its a slope that I doubt they will slide down. Also Kotaku is a shitty "gaming" news site so I'd take anything they report with a grain of salt.

somehow funny how it takes them almost a decade to react to exploitive gambling that very often is even directed at children considering how quick there is a uproar over nothing.

this doesn't address ffxi at all. if anything SE will start selling seminars to other devs on how to implement p2w without relying on loot boxes and micro transactions.
