So this may sound stupid but here it goes: Wouldnt +elemental skill outweigh +INT? example, i was testing in sky on dolls heres what i nuked in:
HQ ice staff + ice grip
Phantom thaltum
AF hat
Errant body
Errant gloves
Relic pants
River gaiters
Moldy/antivenom(im mithra, mp *** i am)
serket/ether
prism cape
witch sash
blizzard 3 damage = 571 consistant max on non ice day
I changed my pants to mahamata slops to see if there was a difference
Damage = 598 consistant non ice day
why is that? would skill outweigh +int?

Skill = helps accuracy of your spell.
INT = raise damage of your spell and accuracy as well (in a less effective way than skill)

It's not about RDM, works the same way for BLM, SCH etc...

So basically :

If your spells aren't resisted => get more INT (or MaB), it'll raise damage output
If your spells get resisted => get more Skill (or MaCC), it'll reduce the resist rate

Skill will never raise damage output in a direct way, however it'll raise it in an indirect way, because getting :

500 dmg / 500 dmg / 500 dmg is better than getting
540 dmg / 540 dmg / 270 dmg (resist ~ halved)

Well as you've just shown for yourself, INT > skill in terms of damage, however skill will help you land. It's often a matter of knowing what you're up against and whether it's going to resist you or not. If you're fighting a super duper HNM that you know is going to give you real trouble landing your spells, then you want to stack on every bit of elemental skill that you can. If you're fighting something not so high (like a doll in sky) that you know you're unlikely to get resisted on, then you want to have your pure damage build on, so all INT and MAB.

Also, don't forget that things like antivenom earring and serket/ether rings are doing absolutely nothing for your damage or resist, and as soon as you've used 95mp, they're doing nothing at all. It's fine to wear MP gear for your buffs and maybe even first nukes/debuffs if you know you won't get resisted, but once you've used the extra mp they're giving you, you can swap them out for INT for more damage.

MaB is superior.

There's no set formula like : x MaB = y INT. But roughly can considerate 1 MaB ~ 2.5 INT.

It depend of your total MaB (and mob MdB), your total int and mob int (dINT).

As a RDM, try to favor INT more, let's say you're in a situation like : MaB+2 or INT+4, or even INT+5. I'd suggest you to go with the INT option since it'll also helps accuracy of your spell. But on a case like MaB+2 or INT+2, MaB all the way.

Ninja edit: cause on blm it seems stacked as much INT and MAB as you could
