Hoarfrost is pretty much the winner here since your gaining the higher damage and accuracy and small critical gain from the dex. Needless to say both weapons would function well for resolution due to the mod of the weaponskill. Work on Rag as time allows won't be dissapointed.
Resolution isn't a crit based WS so hoarfrost > jingang. Both kinda suck though, get OAT or rag.
