It's pretty good. Aside from its most common use in Abyssean "Fell Cleave exp burn parties" it's very similar to Steel Cyclone.
Although it lacks the huge TP Mod Steel Cyclone gets, the combined high STR and INT mods and the fact it's AoE make it land some pretty decent numbers on exp mobs.

I read about FC burns being done in the old Aby zones on stuff like the flying skulls and on mandies, but I'm assuming it can be done on any exp mob as long as they can be slept and gathered.
I personally haven't had a chance to join one, but I'm sure it must be fun. I've also read it's one of the fastest exp gaining parties in abyssea!
To stay on topic though, even if DRK can use FC (and actually gear in a slightly better way than WAR) it still has to deal with a much smaller choice of weapons (and JAs, since FC burns require Mighty Strikes and Warrior's Charge) which will inevitably cut down the WS's effectiveness.
