These are relatively easy to fish up with a skill of around 60+ using:
Halcyon Rod & meatball
Despite the name sharks are small fish so will trigger a single exclamation mark (!) upon reeling and usually give a poor message.
Cheap and easy meatball recipe:
1 x Earth Crystal
1 x Hare Meat
1 x Distilled Water
1 x San D'Orian flour
Yields: 12 x Meatball (No HQ Tiers)
Silver sharks are good to npc on the boat with this kind of bait, on most servers the shark doesn't sell on the AH but with the bait costing practically nothing, and sharks selling for 500-850 per fish with the onboard guild. Thats around a minimum of 6k/stack. If you sold to the guild on lightsday you would also make the most money back as lightningsday (day before lightsday) is the guilds weekly holiday therefore the guilds demand for the fish is highest and the supply is lowest (as there was none the previous day).

If you are going to Batillia Downs to catch these, I recommend the southern seas. I could not get a bite for 10 minutes straight on the northern seas, changed locations and got them pretty much immediately.
