We got one of these off the Unity (wanted) NM in konschtat Highlands by the name of Sleepy Mabel. Cost to spawn her is 500 Unity accolades per alliance member and she is level 99. The ring was given as a reward after using the "Sleepy Mabel's Coffer". Drops are random, some people only got milk >_<.
