Siral is right, it's a nice piece in some setups but it doesn't beat the previous best-in-slot choices for many other setups.
If you can cap haste without belt slot, Windbuffet still wins.
For DW jobs, Patentia may still be a better choice.
For PUP or BST fighting with a pet, Hurch'lan's pet haste/acc may be better.
Some good uses though. For instance, I use it with Impetus up on MNK with Tantra+2 body (Impetus down is Thaumas/Windbuffet). Playing with some DNC setups too.
