The hidden effect of +4 attack is always active. Making it a great piece for any job that can't use bomb core or fire bomblet. Being able to equip it at lvl 54 makes it a must have as well. The quest for it is very simple you just run around and get a few CS's in the past. First cool gear gift from WoTG expansion so far.
Ok, if you accidentally toss this for some reason, you can RE-QUEST this on a mule. I learned this the hard way with no information out there. Then when you send via delivery box, even though it shows up as R/EX, you can receive it.

It is actually rare/ex even if FFXI AH lists it as rare only. But it does seem to have a bug. You can't trade or AH it but you can send it with delivery box.
I've been using this on my SAM if I'm not pulling and it works great. Very easy item to get and a nice piece if you are a DD. Just watch your /ra macros.
