Reportedly drops from Qilin, the T3 Voidwatch NM in The Shrine of Ru'Avitau. Qilin is the chinese spelling of "Kirin" (it's pronounced Chee-leen) and unsurprisingly, it's a Kirin-type manticore.

It's helped out by Bai Hu, Qing Long, Xuan Wu, and Xhu Que; which, are the chinese versions of Byakko and pals.

I think this dev post on the official forums clarifies that this will drop from Voidwatch.

Caps attack/defense ratio ~10% of the time. If the second attack of a triple attack procs, the third attack also procs. Currently unknown if this can proc on weapon skills.

After making a thread on the Official Forums...

"Insaniac" On there confirmed on the JP Version the "Critical hit rate +5%" that was shown in the video is on the JP item.

So it appears theres a Typo on the EN version, and this dagger does have Crit Rate+5%
