Not all fishing merchants, only the ones on ferries-- but yes, a much better deal on any ferry than in AH.

What was once a cheap to buy from NPC lure is now horribly expensive on servers due to it being the optimal lure for catching Hakuryus.

Because of this, this is actually a profitable synth for alchemists nowadays.
