Now I didn't realize this, but the "Cannot synthesize high quality items" only refers to Goldsmithing main skill synths. I HQed an Iron Mask +1, while wearing this ring (was hoping it would prevent HQ so I could use NQ for silver mask guild contract, but HQed 1 anyways).
