Awesome earring to boost up before a weapon skill. Just make sure you fire before the enchantment fades off and do NOT remove the earring after activation (or the enchantment will be lost).

Can be quite easily obtained in the solo Lv60 BCNM "Pulling the Strings" (check link above for other drops).
