The reason they post these rings, Stubbie, is because they're in the .dats However, I can attest, I've had many HQ animations on these rings do nothing but NQ.
"Hey guys... we forgot to actually add a ring that we added."
"Do they know?"
"Of course. They dig through every update's files."
"Crap, well add the ring, change the level, and make the materials unavailable."
These rings do not exist i've had several HQ animation on snow/flame rings with NQ results and the way to HQ2 this would be with tritons ring, which does not synth with beads.. why some sites post these HQ versions of lv74 rings i will never know.
