Great waist item for BLMs. In a choice between penitent's and ocean rope it all comes down to personal preference. Penitent's does allow an extra point to INT, but looses out on the MP and HP department. Having an Ocean Rope over Penitent allows you to also rest in Hierarch Belt without losing the 45MP. Also, depending on the server, Ocean Rope can be a good chunk of cash cheaper than Penitent's.
The good side to Penitent's, however, is that it's a small step above in nuking and debuffing power. It's definately a top end nuking and enfeebling piece. -3 Emnity is also a plus, but it shouldn't be a factor in deciding to pick up Penitent's Rope.
Either way get one of these ropes for your BLM, you won't look back once you do.
