Particularly good for any job who wants the reach the haste cap, but also wants to keep an effect from AF3 pieces, such as Enhances Restraint, Augments Double attack, or anything like that. That really comes to mind though, because with this, WAR can reach the haste cap without using the hands slot.

@Flamm: some jobs don't have Haste on their AF3 head, such as WAR. So this is awesome !
