Pretty easy to get this just takes some time and luck by doing "Her Father's Legacy". Talk to Cornelia (G-12 Conflux 4, Abyssea Grauberg) and trade her a Pursuers Wing which can be farmed from the Wyverns near flux 3 or can be bought in the AH. Must complete "Getting Luck" to do this quest.
