Switching into this mid-cast will still apply the Addle effect... Anyone can test this with a RDM and Fast Cast gear, if you start casting a spell with a long cast time and switch into Fast Cast your casting rate will speed up. As such, the decrease in MAcc associated with Addle will also be applied.
