I don't know how these would compare with Rubeus Gloves and Avesta Bangles since they have MACC on them but this has the most enfeebling magic in the hand slot for WHM in the game currently. If you can find to put MACC somewhere else then these will be better than the other two items.

These are also great for repose. The only hand piece in the game for WHM's, correct me if I am wrong, with Divine magic skill and +18 at that.

You are technically correct, but Repose gets such a ridiculous magic accuracy bonus that gearing for Divine on it is unnecessary. You might as well use Blessed Mitts.
