This likely comes from Neo-Nyzul floor 100. Which, As of current impressions from the community, Is near Impossible to reach.

That and even if you reach floor 100, You have to hope you have time to kill the boss, and You have to hope this Drops... Which is 1/15 Chance.

Outside of that, Alderin is right, The best damn PDT feet for all the jobs on it.
